Position Purpose
§ Manage the various functions of HR
§ Set objectives for the HR initiatives on employee engagement
§ Resolve complex and diverse issues and serve as escalation point for other support staff
Responsibilities
§ Administrative of HR Services
o Vet memo & HR updates
o Perform data analysis and provide recommendations for improvement in processes
o Respond to enquiries concerning non-routine/ complex issues and serve as escalation point for other support staff
o Monitor budget and recommend actions
o Upkeep all materials belonging to the department
o Prepare reports (attrition, report, levy/quota, estab, bonus, AI)
o Set up processes and procedures to uphold policies/ training application
o Manage course administration and monitor grant
o Register WSQ modules and administer Skillsconnect
o Process payroll and prepare monthly payroll report
o Review insurance plans and stay up-to-date with regards to market trends
o Review reports for accuracy
o Analyse data collected, provide observations and make recommendations to Manager.
o Upkeep C&B/ payroll information - statutory requirements such as CPF contribution
o Process payroll and analysis report
o Contact point for employee queries up to assistant managerial level
§ Attraction & Recruitment
o Oversee, propose and advise on new/existing recruitment activities
o Conceptualise and execute outreach programmes to reach out to new potential candidates
o Prepare and compile proposals for new recruitment events
o Keep team on track of timeline and ensure objective of talks/events/plan is achieved
o Oversee and give recommendations for designing of recruitment marketing collaterals
o Co-conduct and facilitate interviews for potential candidates and assist manager in the candidate selection and recruitment allocation
o Submission and update on recruitment data
o Draft social media storyboard and update landing page
o Negotiate agency contracts
o Conduct orientation for newly hired staffs
o Conduct MT/ campus recruitment activities & administer talent program
o Analyse and benchmark data and provide recommendations in report
o Work with managers to create JDs, identify staffing needs and determine recruitment and selection methods and tools
o Conduct exit interviews
o Review and screen resumes/ applications and discuss with hiring managers
o Conduct reference and background checks
o Develop interview questions
o Implement & administrate C&B programme
§ Establishment of HR/ L&D Processes
o Serve as escalation point for complex HR issues
o Initiate and manage HR processes and improvement projects
o Recommend new/ modifications of rules and guidelines as needed
o Draft policies
o Mentor & train new HR staff on company processes and software
o Analyse feedback and recommend action
o Enforce HR / L&D processes
o Investigate complex HR issues and recommend possible courses of action
o Update job classification and salary structure
o Communicate and educate employees on HR processes through workshops
o Execution of re-employment processes
§ Employee Engagement and Relations
o Advise employees on various rules, policies and guidelines related to HR
o Be the point of contact for employee grievances; investigate and address grievances and complaints with guidelines and SOPs set by senior management
o Design, oversee and administer the employee engagement surveys
o Manage the schedule and execute the necessary follow up of the surveys and on-the-ground feedback
o Oversee the planning and execution of engagement activities for employee-employer interaction
o Source for and shortlist HR vendors to administer employee engagement initiatives
o Review engagement calendar
o Conceptualise and propose employee engagement activities
o Plan and execute yearly awards for LSA, sales incentive, staff party and festive celebrations
§ Training & Development Programs
o Support manager with the conduct of the trainings and workshops
o Review the MT programme and give recommendations for improvement
o Develop and deliver training programmes and set content management system
o Analyse feedback and generate reports on training ROI and effectiveness
o Review of training materials and programs periodically
o Develop SOPs
o Develop Talent Management Program and career development framework
o Prepare TNA and recommend training
o Support manager in the conduct of trainings to equip outlet managers with the right processes, skills and mindset to manage staff
o Monitor & review the effectiveness of the training processes and programs
o Coordinate promotion processes
o Conduct Train-the-Trainer sessions
§ Performance Appraisal Management
o Support manager in the creation and designing of the performance appraisal process
o Administration and collation of performance appraisal/data periodically
o Interpret data collected, give recommendations and tabulate competencies for succession planning accordingly
o Distribute rewards with guidelines from manager
o Recommend courses to address IDP
o Administer psychometric assessment for promotees
§ People Management
o Mentor newcomers to integrate them well into the department
o Engage with the management & the department and participate actively in discussions and sharing of thoughts & ideas
o Give recommendations to the management on improvements for management practices within the department
