The Place Directorate is looking for Executive Business Manager to support the Executive Director and Chief Officer(s) in the delivery of the Council’s strategic aims. The post holder will be responsible for:
- Leading and managing Executive Officer support for the Directorate.
- Co-ordinating the operational work of the Business Partners and/or co-ordinating resources to ensure there is a One Council approach to the prioritisation, co-ordination and delivery of the strategic objectives.
- Co-ordinating the planning, resourcing, workforce planning and operation of designated Services; monitoring the delivery of Directorate priorities, oversight of Directorate performance data and delivery plans.
- Leading designated initiatives and thematic projects, identifying transformation opportunities, ensuring value for money and/or improving resource efficiency, customer experience or service delivery.
The post holder will be experienced managing complex change programmes, leading high performing teams and be results focussed. The post holder should be proficient in Microsoft 365 tools and have excellent communication skills. The post holder should have experience working in a similar role within Local Government or demonstrate comprehensive understanding of Local Government and public sector.
KNOWLEDGE
A degree level qualification in a relevant related discipline or evidence of equivalent competency is required. A proven track record of gathering and analysing statistical data to assess performance, ideally utilising systems providing predictive data is required.
A post-graduate qualification in a relevant subject area and senior membership of an appropriate professional body are desirable.
Experience of service planning, staff and resource management in a multi-disciplinary organisation demonstrating creative and innovative service development and problem solving is essential.
Project management experience demonstrating good interpersonal skills, together with a clear understanding of the regulatory framework within which public services operate is also essential.
A track record demonstrating innovative thinking along with successful project delivery involving stakeholders from multiple organisations is also desirable.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £56,917.94 per annum.
