The Management and Program Analyst:

• Under the direction of the Associate Director, Equity and Access Division, analyzes and evaluates the effectiveness of program operations and develops recommendations to be considered by the appropriate operating components.
• Analyzes, evaluates, performs and improves efficiency of various internal administrative operations including, but not limited to services supporting procurement and contract management, project management and tracking, and correspondence management.
• Provides technical assistance, reviews and develops draft reports, conducts research, reviews and develops civil rights policies and procedures, and collaborates on civil rights and equal employment opportunity programs and initiatives. Assists the Associate Director and other analysts in the Division in the management of priority reporting requirements by reviewing and assessing regulatory reporting requirements and deadlines to ensure that all Equal Employment Opportunity Commission (EEOC), Department of Justice (DOJ), Congressional, and other federal regulatory reporting requirements are met on a timely basis. Assists in the preparation of relevant reports and submissions to meet these requirements.

The Data Scientist:

• Assists in developing graphics and presentations on statistical analysis and data analytics tailored to
  specific audiences.
• Gather data as required to populate and analyze business metrics.
• Provides expert advice about problems of data quality and completeness and works to develop statistically sound solutions to statistical problems (e.g., non-random missing data).
• Provides expert statistical support for both policy development and program management initiatives and advises other principal offices within ED on the collection and use of data.
• Uses a broad range of operations research analyses and data science tools to support professional and scientific analyst work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques to provide advice and insight about the probable effects of alternative courses of action.

The ideal candidate will have professional experience and graduate level academic credentials in supply chain management. Professional experience should include work related to supply planning, procurement, inventory management, shipping and continuous improvement. The ideal candidate should also have proficiency with modern data science and data visualization tools, namely SQL, Python, R, Power BI and Tableau. Proficiency in other geospatial technologies and general project management would also be very valuable.

The Supervisory Transportation Industry Specialist:

• Makes decisions on work activities presented by subordinate employees and contractors and providing oversight on products produced by Office staff. Supervises and manages a staff of experts and highly technical personnel in aviation, including but not limited to domestic and international passenger travel, average fares, fuel and consumption costs, industry employment and jobs, and airline carrier performance data. Provides the administrative and technical supervision necessary for accomplishing the work, establishes guidelines and performance expectations for staff members that are clearly communicated through the formal employee performance management system.
• Directs the planning, initiation, and management of statistical products involving commercial aviation; oversees a team that develops and manages data programs and products; (3) identifies gaps and inconsistencies in complex data, (4) oversees the timely publication of statistics on commercial aviation, (5) directs rapid responses to short term information requests, and (6) advises BTS leadership of strategies and tactics to assure integration of commercial aviation data with other BTS products.
• Plans and assigns work to subordinates based on priorities, with consideration of the difficulty and requirements of assignments, the capabilities of employees, and oversees execution of the work assigned. Evaluates work performance of subordinates and appraises staff performance; provides advice, counsel, or instruction to employees on both technical and administrative matters; interviews and selects candidates for positions within the team; and recommends promotion and/or reassignment of subordinates. Hears and resolves serious complaints from employees, Effects minor disciplinary measures and recommends other action in more serious cases. Identifies developmental and training needs of employees/growth opportunities for employees, ensures that performance standards are developed, and exercises delegated affirmative action and diversity responsibilities.
• Serves as the Contract Officer’s Representative (COR) on contracts supporting BTS OAI, data and analytical program activities and projects. CORs are responsible to apply their professional, technical and/or scientific knowledge of their field in the development or evaluation of technical requirements in connection with the negotiation, administration, or termination of contracts.  Incumbent must complete at a minimum, 40 continuous learning- points every two years initial and refresher training to employees serving in a COTR or COR role.  Reference: September 6, 2011, OFPP Memorandum: Revisions to the Federal Acquisition Certification for CORs (FAC-COR) and White House Policy Letter 05-01.

The Bureau of Transportation Statistics (BTS) is the principal federal statistical agency in the Department of Transportation and the Nation’s preeminent source of information about commercial aviation. BTS is seeking a director for its Office of Airline Information to lead a team that collects and publishes data on air travel and on on-time performance, employment, and finance of commercial airlines. The director should have an understanding of the aviation industry, the regulatory process for data collection, and the management of complex data collection systems.

OST/BTS is looking for a seasoned, motivated, and self-reliant professional who can 1) has expertise in obtaining information on air carriers and other forms of transportation, 2) manage the development of support of regulatory processes and information technology, and 3) assign special projects with skilled professionals who ensure accurate and complete transportation statistics.

The Environmental Protection Specialist:

• Performs analysis related to cultural resource, historic preservation, tribal consultation, and environmental review requirements, policies and procedures.
• Performs comprehensive technical reviews through working with sponsors in developing Section 106-related compliance documents, Memoranda of Agreement, Programmatic Agreements, and other environmental documents required by NEPA, U.S. Department of Transportation Act, Section 4(f), NHPA, and related laws, orders and regulations.
• Determines the environmental impacts of Federal actions, manages and coordinates stakeholder participation, and proposes necessary mitigation as appropriate.
• Provide consultation, interpretation, and guidance to project sponsors, local officials, and other local, State, and Federal agencies. Coordinate input from SHPOs, Native American tribes, individuals and organizations that are interested in and/or affected by the impact of programs and projects on cultural resources and historic properties.
• Provides expert technical advice, guidance, and recommendations to management, other technical specialists, and customers on complex technical issues.

The ideal candidate independently performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to environmental protection. Assignments are advanced in difficulty requiring interpretation and adaptation of guidelines to secure results. The employee also participates in and makes contributions to programmatic decisions related to environmental protection requirements.

As a Procurement Analyst, you will:

• Plan, direct, and coordinate the Acquisition Strategy Review Board (ASRB) oversight program. Oversee the approval of all Major DOT Acquisitions to assess their impact on the Department's budget and operations, ensuring alignment with Secretarial and Administration goals and priorities.
• Develop, edit, and review acquisition policies and memoranda for presentation to the Senior Procurement Executive and other senior officials. Research and present issues objectively, ensuring proposals are consistent with goals and statutory, regulatory, and Departmental policies.
• Serve as a subject matter expert and technical advisor on researching legislation, Executive Orders, acquisition regulations, and other contracting policies and procedures necessary for contract execution.
• Represent the Department of Transportation’s acquisition interests at government-wide groups, panels, and workshops, including the Civilian Agency Acquisition Council (CAAC).

The ideal candidate for this position is a motivated, self-reliant and skilled professional who will assist in leading the Department’s acquisition policy function in an effective, efficient, and ethical manner. The Deputy Associate Director:

• Serves as a recognized Office and Departmental authority for National Security Council coordination and policy matters to ensure appropriate Departmental representation for National Security Council meetings, respond to National Security Council inquiries, and assist senior executive leadership with meeting preparation, attendance, and follow-up.
• Receives classified meeting materials from the National Security Council and across the Federal Government; reviews as appropriate for Division, Office, and Departmental equities; and ensures proper handling, distribution, and storage.
• Serves as the lead analyst for policy and has supervisory responsibilities in three primary areas: staff coordination and representation with National Security Council and equivalent policy-making organizations, Departmental policy review, and inter-departmental planning and coordination.
• Steers staff development of DOT policy goals and objectives with impacts for national security and emergency preparedness topics; develops and implements long-range plans and strategies; helps determine Division staffing requirements, priorities, and performance evaluations

As a Drug and Alcohol Policy Advisor, you will:

• Provide authoritative information and analysis, either written or oral, that identifies, interprets, and develops alternatives and options to complex questions of Drug and Alcohol policy.
• Recommend effective methods to implement and comply with the drug and alcohol statutes and regulations.
• Draft policies and procedures and assists with drafting regulations related to the implementation of the drug and alcohol testing requirements.
• Assist with providing technical and program training and seminars at the national level to specific audiences
• Serve as a technical Drug and Alcohol policy advisor in dealing with government officials, modal administrators, officials, and representatives of private transportation industries, members of professional associations, labor unions, and academia, and the public in the areas of federal laws and regulations.

The ideal candidate is a highly motivated and innovative candidate with a background in drug and alcohol treatment programs, drug and alcohol counseling, and/or equipment with drug and alcohol counselor credentialing requirements. You must have excellent writing skills for authoring regulations, policies, and advisory documents. You must also possess strong verbal abilities to explain everything from basic to complex topics. The Human Resources Specialist (LER):

• Serves as an authoritative expert on all aspects of OST labor and employee relations (LER) programs to include adverse action proceedings, bargaining and contract management, and performance management, among others. Also provides consultation and guidance on other related programs such as reasonable accommodations, the prevention of harassment in the workplace, and suitability.
• Works in a confidential capacity and provides authoritative advice and guidance to top level political and career officials on a wide variety of sensitive and highly complex LER issues.
• Develops policy through research and analysis of law and regulations, evaluates proposed legislation and regulations, and formulates OST position and drafts policy and guidance on issues relating to program responsibilities such as LER, reasonable accommodations, and prevention of harassment.
• Serves as the OST representative in agency negotiations, discussions, working groups, and both formal and informal advisory forums to present, defend, and negotiate positions as a recognized representative of senior administrative management.
• Conducts administrative investigations which may include investigations conducted under the agency’s prevention of harassment policy framework. Drafts in-depth and analytical reports of investigation which will serve as the basis for management officials to make informed and effective decisions on administrative actions needed to resolve issues as they arise.

The ideal candidate for this position is a human resources professional with experience advising managers and senior leaders on complex labor and employee relations matters and who possesses strong research and analytical skills that can be applied when encountering non-routine issues/matters. The candidate must possess excellent communications skills (both verbally and in writing), which are leveraged to resolve conflicts, facilitate negotiations, and build relationships with internal and external stakeholders.

Under the general direction of the Deputy Chief Information Officer, the Associate Chief Information Officer (ACIO) for Application and Digital Solutions leads the Office and advises the DOT CIO on enhanced application development and digital solution strategies to optimize business processes and achieve DOT's strategic goals.

The Associate CIO provides expert guidance and insight regarding an array of technology initiatives and develops recommendations and strategies to facilitate their implementation in a strategic and innovative manner. The candidate also serves as an expert on DOT’s application development and digital solution initiatives, providing guidance to OCIO leadership on system modernization in a manner consistent with DOT’s mission and program objectives.

The ACIO establishes a clear vision for modernizing and stabilizing systems managed at DOT. Serves as a digital solutions adviser, steward for improving system stability, liaison for implementing modern techniques, and developer of new digital solutions. The incumbent serves as the principal advisor to OCIO leadership, introducing new technologies and digital transformation strategies for applications throughout DOT and the national transportation infrastructure. Stimulates the use of innovative solutions by: providing guidance during program planning, resource acquisition, and allocation processes; participating in the program systems planning processes as a thought leader and change agent; and developing supporting plans that are aligned to DOT’s strategic goals.

The ACIO encourages the utilization of emerging technology to improve services and reduce costs. The incumbent analyzes IT resources to better match capabilities with technology demands and overall Departmental interests. The incumbent continuously advises top leadership on major IT products and/or service delivery issues and recommends improvements to IT initiatives, as appropriate.
