The primary purpose of this position is: an Air Reserve Technician (ART), to manage the unit Air Transportation Quality Assurance program and assist the Contingency Response senior ART in managing day to day activities. Additionally, provides training to reservist in the accomplishment of the tasks set forth herein.

DUTIES:
1. Provides assistance to CONTINGENCY RESPONSE senior ART in directing and managing the day-to-day activities of the Contingency Response Squadron.

The Transportation Assistant will serve as Agency Organization Program Coordinator A/OPCfor the government charge card program. Incumbent serves as approver and is responsible for monthly reconciliation of their Centrally Billed Account (CBA) in accordance with regulations. A/OPC will review all unmatched transactions to determine if they match the bank transactions to the TMC transactions, traveler's name, obligation numbers, organization codes and organization name. Approver must select the appropriate status code for each transaction and submit the statement for certification. Reconciliation is necessary to guard against fraud, waste and abuse.

Major duties include but are not limited to:

• Serve as the point of contact and Subject Matter Expert (SME) for a wide range of travel related matters and VA Financial Policies and Procedures.
• Serve as approver and is responsible for monthly reconciliation of their Centrally Billed Account (CBA) in accordance with regulations.

• Ascertain whether cargo offered for booking can be accommodated in available space aboard designated vessel and advises Battalion leadership or unit representatives as to changes in relation to amount and type of cargo offered.
• Prepare Final Loaded stowage plan and executive summary for vessel loaded at Port of Embarkation.
• Coordinate with unit movement representatives for unit deployment lists in preparation of documentation activities for the deployment and redeployment of military units.
• Serve as primary coordinator between contract personnel and the Battalion to ensure availability, proper use of government furnished lashing gear, equipment and dunnage.
• Serve as Quality Assurance Surveillance Specialist (QASP) for contract administration and management of Stevedoring and Related Terminal Services (S/RTS) contracts.

• Examines invoices, related Government Bills of Lading (GBL), travel orders, and other supporting documents to determine the validity of all charges billed and carriers'' fulfillment of government documents.
• Employee must identify any errors, omissions, duplications, or other irregularities on the invoice to include missing or erroneous appropriations.
• Review invoices for compliance with established entitlements, and verifies or corrects computations as applicable. Queries the payment database system to see if any more debts have been established in customer's account.
• Notifies civilian employee, retired or separated military member, general officer or carriers in writing of any pay adjustments due the government.
• Incumbent analyzes excess cost rebuttals by examining documentation submitted by claimant in response to pay adjustment notifications or cash collection vouchers submitted by the customer seeking relief from the excess costs.
• Examines evidence submitted by the claimant or carrier and determines if documentation is in compliance with regulatory requirements. Each rebuttal requires evaluation of allegations made, circumstances described, and evidence presented.
• Notifies the customer and other interested parties in writing of the results and findings of the rebuttal action.
